On April 29, National Volunteer Fire Council (NVFC) Chair Steve Hirsch asked President Donald Trump to exercise various legal authorities to assist emergency services organizations in dealing with challenges associated with COVID-19 and social distancing.
Specifically, the NVFC is asking the President to:
- Exercise his authority under the Defense Protection Act (DPA) to encourage manufacturers to produce more personal protective equipment, like respirators, gloves, gowns, and face shields, to help address persistent shortages across the nation.
- Exercise his authority under the Stafford Act to waive the 25 percent local cost share requirement on assistance available through the Federal Emergency Management Agency’s Disaster Relief Fund.
- Direct the Small Business Administration (SBA) to modify the rules of the Economic Injury Disaster Loan program to make it easier for fire and EMS organizations to apply for assistance.
Hirsch sent separate letters to the FEMA Administrator, Peter Gaynor, and the SBA Administrator, Jovita Carranza, providing additional details and offering to work with them directly.
