The FDC Vietnam project is the first large-scale Frequentis project in Vietnam, generating an order value of EUR 8 million.

It is the worldwide biggest fire brigade project of the Vienna-based high-tech company so far and another story of success regarding the cooperation with the Oesterreichische Kontrollbank (OeKB).

construction phase

After nearly 10 years of preparation, the contract covering the first construction and modernization phase of dispatch centers for the fire brigade and emergency medical services was signed in Vietnam on 22nd February 2012. The act was accompanied by a traditional ceremony with high-level politicians, business representatives, and representatives of local fire brigades and emergency medical services.

The total order value amounts to 8 million euros and comprises the refurbishment of control centers in four cities - Ho Chi Minh City/Saigon, Da Nang, Hai Phong, and Binh Duong - including all fire brigade dispatch centers, fire stations, mobile equipment and one training center in Hanoi.

The system will also be equipped with a Call-Taking and Dispatching Application (CAD) combined with a GIS

The technical solution is based on the Frequentis voice and data communication system ICCS 3020 together with an integrated DIVOS Voice and Data Recorder. 

Apart from the usual functions, the system will also be equipped with a Call-Taking and Dispatching Application (CAD) combined with a Geographical Information System (GIS). The implementation phase is scheduled for more than 2 years.

The order covers the first phase of a long-term modernization program. Due to this market entry, Frequentis managed to get access to further potential orders. Besides, the order has also had a very positive response in Vietnam, based on the country's current socio-economic developments.

financial contract

The Austrian funding agency Oesterreichische Kontrollbank AG (OeKB) facilitated the business deal by providing an export guarantee issued by the Austrian federal government in combination with a soft loan. The respective financial contract became effective on 29th June 2012.

Soft loans are intended for projects contributing to sustainable development in recipient countries and are supported by public funds. The OeKB sees further opportunities for Austrian export companies in Vietnam; also for commercial financing and especially infrastructure and industrial investments.

work for phase 2

In mid-November 2012, a major project milestone has been achieved. The high-level Vietnamese delegation took this opportunity to emphasize the excellent cooperation between the project teams. In January 2013, the system passed the Factory Acceptance Test (FAT) in Vienna.

Not only a delegation of the Vietnamese Ministry for Planning and Investment but also representatives of the OeKB visited Frequentis to see for themselves how the project is progressing. This event marked the beginning of the preparatory work for phase 2 and the further project rollout.
