UKAS and the Department for Digital, Culture, Media and Sport (DCMS) would like to invite certification bodies to express an interest in joining a pilot program to become accredited to certify against the UK Digital Identity and Attributes Trust Framework.

The trust framework is a set of rules for providers of digital identity and attribute services to meet in order to demonstrate they meet requirements for secure, trustworthy services. This program presents an excellent opportunity for certification bodies to become leaders in an emerging market.

Trust framework certification scheme

The Trust framework will move from the beta to the live phase post-legislation when parliamentary time allows

Successful applicants will be accredited to certify to the beta version (once available) of the trust framework certification scheme for the purposes of the beta testing phase.

The trust framework will move from the beta to the live phase post-legislation when parliamentary time allows. The changes made for the live version of the trust framework are expected to require a transition assessment for certification bodies that become accredited for the beta version. This transition assessment will be tailored to cover the changes only.

Successful applicants will also need to have the resourcing available to begin certifying organizations to the Right to Work & Right to Rent and Disclosure and Barring Service (DBS) Schemes from February 2022 using the alpha trust framework. Initial certifications will happen in tandem with the accreditation process.

UKAS accreditation for certification

Note that to participate in the pilot program certification bodies are expected to hold existing UKAS accreditation for certification to ISO 27001. The deadline for expressions of interest is 28th January 2022.

Certification bodies will then be required to submit a formal application for an extension to scope and agreement to the terms and conditions of the pilot program before their participation is confirmed. There will be an opportunity to ask questions on the details of the pilot program at this stage. The number of participating certification bodies will be limited during the pilot program.
